Oh, well then, I'd say it is even more likely that old break and the fix on it is creating some problems for you. A regular doc doing a regular X-ray may tell the tale, he might refer you to an orthopedist for better scan studies.

Could be a couple things at work here. As for your right hand freezing, it's probably the plate put in where the break was, could be it needs to be X-rayed to see how that fix is holding up, could be a nerve is being pushed on and preventing your hand from moving around from time to time.
As for your left forearm being sore and your index finger contorting, this could be from a strain of muscles in that part of your arm, even tho you may not recall what you might have lifted that was too heavy, or perhaps doing yardwork that put to work muscles not used to it, and you've got a muscle strain, and this can also cause muscle spasms, which you are noticing in your finger. Massaging that arm, putting heat on it, soaking it in very warm water, those will help settle it down, and aspirin will stop a lot of the pain.
But let us say these are not what's going on. Could be in your cervical spine, which part of it controls the arms, and certain fingers by certain vertebra, that it may have some disc bulges going on from when you wrenched your neck, or just plain normal wear and tear, or from an arthritic condition, and thus once again they should not only X-ray your right arm, but also your cervical spine to see if anything is wrong in there, too. If nerves are impinged on from the cervical spine, then it can affect the arms and fingers.
But the idea that your forearm is sore does suggest to me overuse of that arm that is now affecting your finger. And since you had a previous injury to the right arm, where they put screws and a plate in there, could be it is causing your right hand to freeze up. As for any messages from the brain not working right, like from a bleed or growth, that is extremely unlikely, but if a doctor cannot determine what has happened to your hands and arms, and they do not respond to treatment, and there's nothing wrong mechanically with either arm but the cervical spine is fine, then he might consider the brain. But I think your first step is to visit your regular doc, let him do some ordinary X-rays to see if he can tell what's going on, he can also examine your arms and hands, push and pull, he'll ask you the questions that will reveal to him what is really going on, and he can give you treatment to make all this stop.
