Cervical rib is an extra rib that arises from the 7th cervical vertebra. The cervical rib can lead to thoracic outlet syndrome by compressing the brachial plexus or the subclavian artery.
Compression of brachial plexus can lead of weakening of muscles of fingers. Since you have very small cervical ribs this is not a possibility in your case.
Yes disc bulging and protrusion are the same thing. The symptoms of stiff neck and pain and burning are due to nerve compression due to disc herniation.

Symptoms- Very stiff neck, Pain and burning around my shoulder blade and down my arm. I cannot turn my head well, it is like it will only go part of the way to either side. No numbness or tingling at all . I have trouble sleeping at night because everytime I need to move the pain wakes me, and sometimes if I lay on my right side I get a throbbing pain in the muscles around my neck on that side .
Is disc buldging and Protrusion the same thing?

Disc protrusion is an early stage of disc herniation. There occurs a deformity in the fibrous ring of the vertebrae through which a part of the nucleus pulposus protrudes out.
If this fibrous ring breaks the nucleus pulposus extrudes out then it is known as disc herniation.
