I came across a government website that briefly talks about your boyfriend's condition. Reading it might help you understand what is going on, but there are many other websites that discuss cerebral atrophy and how it affects people, what causes it, and what the treatments are for it. Just do a search from your home page, type in the rectangle the words: cerebral atrophy, or type in your own post's words: brain atrophic changes and calcification.

Basically what it boils down to is, due to some problem, like a brain injury or an infection or some autoimmune disorder, some of the brain cells are damaged and no longer function like they should. The fact that your boyfriend has dizziness sort of points to the idea that the changes in his brain are in one location (rather than the whole brain), which might affect his sense of balance. And that explains why some docs say he has vertigo.
I know the neurology appointment is a long wait. It will of course be very helpful if he can have his recent CT scan report AND pictures if possible sent to the new neurologist he will be seeing. This neurologist will be able to treat his symptoms very well, but with brain atrophy, once those brain cells are essentially nonfunctioning, there is no going back. But I do recall how sometimes other good parts of the brain will sometimes form new pathways, but the neurologist will be able to tell you much more than I can.
