Short Term Memory Solutions Sought

My son has a short term memory problem. He is now 22 but has been getting learning testing since 18 months. Short term memory is less than 14% but long term memory is over 92% and comprehension is very strong. This has made academic life incredibly difficult. How can we trigger the short term memory abilities?
