What causes constant fatigue in both arms/shoulders?

Hi,
Over the last 3 years I have progressively developed very tired and fatigued arms, it initially began in my right arm and I saw a physio who thought I had a damaged rotary cuff. I was told to rest it for 6 months and then I could go back to training however this has not been possible. The fatigue has worsened and is now evident in both my arm/shoulders.
It is more noticeable when resting and has really accelerated over the last 6 months.
I am a 26 year old female who eats well, probably not exercising as much as I should due to the arm issues and also pains in.my upper thigh/groin areas
My skin has also become very oily over the last few years and because of this have adult acne.
Is there any explanation for this?
