Severe chronic pain post-labral repair

I apologize if this is long. I am so stumped on what my next step needs to be. I'm 31 years old. I had multiple labral tears in my hip repaired in 2013. I did great for about 4 months post-op, little to no pain, sailed through PT. After about 4 months the pain came back, the doctor had be to a cortisone shot which only intensified the pain.

One year post op I went to a different doctor for a second opinion. I was in constant pain at this point with little to no relief. He repeated the contract MRI, x-rays and did a CT scan. Aside from an obvious suture anchor nothing abnormal was seen in my hip. He thought maybe a hip exploratory was needed but I wasn't ready to go that route at that time. I did several months of PT with no improvement.

This year, I saw a new doctor who felt strongly the repair had failed and it wouldn't necessarily show up on an MRI. He sent me to see a surgeon who said operating with this type of issue often only results in additional problems and sent me to a pain specialist. All the pain specialist has done is recommend PT and acupuncture. The acupuncture seemed to help at first, but it is no longer helping. I have continued with my PT for the last 3 years. I finally got the pain doctor to prescribe a more powerful NSAID but am still experiencing little to no relief.

I spend every day in a pain level as low as a 4 and as high as 8-9. It never gets better than a 4. I constantly feel like I need to roll my leg outward to relieve the pain but I'm unable to do so. There is a lot of cracking and popping in the joint, like knuckle cracking, which is sometimes painful, sometimes not. I'm not sure what else to do at this point. Do I see another doctor? Give up? It seems insane that as young as I am I have to put up with this for the rest of my life. I feel like there must be something else out there.
