is there an affordable health insurance plan that i can get for spouse and myself  that are lsosing current insurance with bcbs due to leaving  current job in two weeks. we both have pre existing medical conditions. we are a low income family?

Make sure you sign up for Cobra benefits, they are much cheaper than they used to be and then once they are getting ready to end, sign up for State Medicaid Assistance, so atleast that will get you a years coverage.  If you want to talk or have questions inbox me, I am not expert but I can share my experience if you are interested.  Good luck

The only option that I can think of is for you to apply for medicaid.  Others here may post other suggestions that I am not aware of.  You should qualify for medicaid since you are in the low income bracket.
