Twin girls 10 are not able to get things done

We have twin girls that are in 4th grade.  This is the first year they are out of IEP.  They are failing their class due to not turning in homework. not understanding it.  We will help them for hours at night but the next day they dont turn it in , lose it, leave it at the house and forget everything we discussed.  They get help but they have no self motivation, can not remember what we said 5 minutes ago.  They will set for hours working on on page, this is the same with chores, and just daily things. They are very sociable, happy, loving girls.  We have 6 children total and every one tries to help them, They are the only ones that are failing and having difficulties.  Any ideas how to get them to focus on a task and complete it till the end, to be able to do things by their selves?

You could try a chore system of some kind. We had a set up where each chore was worth certain amount of points.. At the start of each month they picked out something they wanted like new toy or game or even money and they had to earn there points so they could get what they wanted at the end of the month.  But they had to have all their point by end of the month or they would get nothing. :) It worked pretty well kept them busy they almost competed with each other at getting more points and to get points they needed to do more chores.

Try incentives, seperate them up when they do their work so they dont distract each other, you say they are not turning in their homework well definatly this should have consequences, some grounding , no Computer, no TV dont let them stop working until they have completed it, get tough on them, it comes from you, ask Dad to get involved, be on the ball do not let them do what they want .
