How to talk to my child about hitting

My daughter is 7 years old, and she is overall a very kind, respectfull child.  She has had some trouble at school with focusing and paying attention, but had never before displayed aggressive behavior.  Today, she was suspended from school for hitting a student in her class (a student whom I know she considers a friend).  From what I've heard she was being teased, but not aggressively and my daughter can't really explain why she did what she did, but has expressed that she is very sorry....  

I guess I am still in shock because this is not normal behavior for her.  I feel I've been lecturing her and I don't want to overkill the "shame, shame" routine, mostly because I think if I treat her like a bad child, she will idenitify with being a bad child.  How can I talk to her about dealing with anger, hitting, violence, and maybe just dealing with an overstimulating classroom in an appropriate way effectively?

It sounds as if you all have done it including the school and its time to let it go, enough is enough I am sure she is aware of what she did , focus on her positive side and give her plenty of attention.
