excess skin over babys nose

hi - my daughter is 11 months old and very small for her age (14lb8oz) and just 66cm. both me and her Dad are average height at 5'8''. We are under our local pediatrician because of this. No testing has been done as she is developing normally. We had another check-up today, again milestones are fine (almost walking) and hes not worried about growth hormone issues as she follows her percentile (albeit at the very bottom). He did however notice some excess skin arround her nose across the bridge - very hard to even notice. (I had noticed it before when she scrunches her nose and wondered if it was a sinus issue). Anyway the doc did mention that this could be an indicator of other health problems - npossibly chromasomal ??? My question is - what is this excess skin called and what other health problems could it indicate?

thanks
