flat back of head

I know of a plastic surgeon who fixed someone's flat spot in back of head like a bumpit.

Can't most doctors get implants that are custom made for shaping and placing under skin.

It's possible, but I doubt it's worth the money... And most surgeon's won't do it unless it is significant. So if you can't really tell the back of your head is "flat", then nothing will happen. I don't know why you're so worried about it...
