My doctor checked mine at 28 wks and just recently, because I started to have contractions. But most doctors don't start until 35 weeks or some check if you ask.

Your doctor tells you when you dilate. He/she will stick his or her finger inside you to tell if you have started to dilate and by how much

I had it with my daughter. Don't be surprised if they put you on bed rest or stop the Contractions until you're full term (37 weeks or longer)  I delivered her 4 days before her due date. Healthy as could be. They did have nicu on standby just in case when I did deliver her. She's almost 8 now.

Yup I'm also 31.5 weeks and I'm 1 1/2 CM dilated. My doctor told me its fine and not to worry about it. So I guess its normal
