I do not know of any scientific evidence that reaching above your head increases the risk of the cord being around the baby's neck. I've had two children (now age 21 and 19) and did plenty of reaching over my head for various reasons during both pregnancies and neither had a cord issue.
Not sure on the static electricity. It could be that the air is just drier right now. I naturally seem to attract/generate static electricity, pregnant or not :)
