Not dilating past one.

I'm 39 weeks and two days today. I began having "real" contractions at 38 weeks and 6 days in the middle of the night and have been consistently contracting since then. At my doctors appointment at 39 weeks exactly she said I was 1cm dilated. I ended up going to the hospital last night after not sleeping for two days due to painful contractions and they told me I was still only dilated to a one. I was extremely frustrated and upset by this. They said my baby is head down but "spinning" so he's not causing enough downward pressure for me to dilate. Has anyone else experienced this? What did you do to help yourself dilate? How long did it take you to progress?

It basically means that he fights my contractions and squirms so he doesn't get pushed down. His heart rate is normal during this he just sqirms a lot.
