I went to the doctor today for my hcg levels . Im 4 weeks and 6 days and my hcg level was 1940. They did a ultrasound but did not see anything . Is it to early?

Depending which IRP, International Reference Preperation, was used, and assuming the common one was used, a sac should have been seen transvaginally with hCG at 1900. Maybe the resolution of the machine wasn't good enough.
