I looked it up and it said PUPPs occurs in about 1% of women while pregnant and usually occurs in the third trimester and it's on your belly as well as other places. Eczema is different, and if you've had it before, it can worsen during pregnancy which happened to me because of all the new hormones. But anyways, I hope it helps !
I have eczema also and you can even ask your doctor for a topical treatment, works within a week..2 at the most.

They have a new Goldbonds eczema lotion I've seen advertised on tv but I havnt tried it. The healing lotion by them is what worked for me.
Oh my gosh. Seriously, exzema was the only complication I had in my pregnancy. I havnt had pains or anything. Nothing to complain about but that. Do not itch! I used to itch in the night and by morning it would be so bad ! It got to the point where I didn't want to show my arms for a long time. It was when I was breaking out the most because of all the new hormones. So don't itch ! I took baths and put emu oil on it. I tried a lot of stuff. Then I used aquafor and Goldbonds Healing lotion and it finally went away !! I don't know if its because I'm now towards the end of my pregnancy and my hormones went down, or if the lotion really worked, but I'm almost 98% sure it was the lotion. I would put it on after I showered. I hope this held !
