I went in two weeks ago when I was 13 weeks. I was having small cramping as well. They told me not to worry unless your bleeding or spotting bright red. I went in anyways just to be safe.

Most offices have a message service where you can call and leave your name, your provider's name, your phone number and your description of the problem. Then whichever doctor is on call will call you when they have a chance and let you know what to do.

Mild cramps r usually normal but u can call l&d and tell them and they can advise u to come in or not. If ur bleeding thou I'd just go on in.

Rate the pain,  1 being not so bad,  10 being you feel like you want drugs. I'd say at least call in if you're above maybe a six. Then tell us where the pain is? Right, left, top, bottom? That can rule out miscarriage or appendicitis, etc just by knowing the position.
Last, does it come and go? Or is it pretty constant?
