Thank you for your reponse. These are 2 bony protrusions which I can feel . I had an MRI but didn't because of dental anomalies. My EENT spec said he can not touch them due to attachment to Cervical spine. Have you ever heard of surgery being done?. DO I do something before they protrude the epithelial layer or do I wait until they protrude?

If it is under the tongue and is hard then it can be a salivary gland stone or obstruction. The sublingual and submaxillary (also called the submandibular) glands empty into the mouth through ducts under the tongue. Swelling of these glands due to blockage of these ducts leads to interference of production and drainage of saliva and pain and irritation. It may be due to some obstruction like stone or tumor, inflammation and infection.
You need certain investigations like blood count, sialography, sialendoscopy and ultrasound or CT scan of the area to confirm the diagnosis.
It is very difficult to precisely confirm a diagnosis without examination and investigations and the answer is based on the medical information provided.
