Dry is never a good thing for a woman having sex.  It HURTS!  If she is still dry when you try to have intercourse, then you haven't done your job with enough foreplay to arouse her.

Tight when dry and loose when wet sounds about normal for any woman - virgin or not. When a woman is aroused, her vagina lubricates AND relaxes.

Loose vs tight are very arbitrary definitions; that is, it's all relative to how you experience it.
