What's going on down there

So I shaved about 2 weeks ago, but the week before that I had sex (unprotected), now I have these bumps and they're painful I've been treating them with antibiotic cream, along with aloe Vera gel & hydrocortisone cream and they seem to be going away. I asked my partner about his status and he said he's all good & when I saw his penis it didn't look infected. So I'm wondering if this is just a bad case of razor bumps and ingrown hairs. I did shave quickly and the razor I used was not new.
