tiny bumps on penis

for about three months now I've had two or three tiny bumps on the underside of the shaft of my penis.  sometimes it's itchy, but usually only if i get hot/ sweaty from playing sports, etc.  they're basically colorless, but get sort of red when i scratch down there.  i noticed them after having sex.  i wouldn't say we had unprotected sex, but the girl i was with rubbed her crotch on my penis before sex-i don't think my penis ever actually made contact with anything other than her pubic hair, but i can't be sure.  we used a condom for the actual sex.  i've also noticed my scrotum being itchy unusually frequently, and a rash on other parts of my body.  it's sort of an itchy, red, dry patch of skin behind my knees, on my back and on other parts of my arms.  those don't really bother me so much, but i'm particularly concerned about what's going on down south, as i recently started seeing someone.  anyone have any ideas?  thank you so much...

Sounds like maybe a fungal infection, and you could have that in other places.  You need to see your doctor to confirm though, and get it cleared up before you have sex, since you could give it to your partner.
