Blood Blisters

recently i have noticed small blisters on the tip of my penis, and when provoked by masturbation or touching blood seems to pour into them and they grow to large bubbles of blood, i am fairly worried about this and dont know what to do.

Go to a doctor and get a professional point of view. You could possibly have herpes, which can be contracted even when a condom is used. If you go to the doctors while you have these blisters, a swab can be taken and tested to determine whether it is or not. Don't panic too much as there's a lot of things it could be but it would be wise to go and see a doctor.
