I met another man for some safe fun, but after ejaculating he put my penis in his mouth fairly shallow for about 3-4 seconds before I realized he did and pulled away.
Am I at risk for the usual STI from unprotected oral sex?

3-4 seconds isn't likely to result in anything.
STDs take some time and/or friction to transmit.
I wouldn't worry about this. Most experts don't think one full act of oral sex warrants testing, so this surely doesn't.
