Can chlamydia come back without having sex?

I was treated for chlamydia (twice just to be sure) and came back for a follow up saying I was clean now, I am starting to feel some pelvic pain and have some iffy discharge. Is there any way that, without being reinfected because I haven't been active, my chlamydia could have come back?

It can come back if the antibiotics did not effectively treat and clear the bacteria that causes Chlamydia.  Some strains of the STD are resilient to some antibiotics, this can be geographical.  Request a Z-Pack from your doctor.  In the meantime, cranberry juice, garlic, keeping clean down there are all good ways to make life easier.  Good Luck.
