Do I have herpes?

I just noticed two reddish bumps that resembles ingrown hairs on my genitals. There is no pain, itching, or oozing. I don't think I would have noticed unless I was looking. One is on the base of my shaft and the other is on my scrotum below the base of my penis. I'm concerned that I may be infected. Is it likely I can have herpes with zero pain and the location of these bumps? I just find it odd to get both bumps at once.
