small white "mouth sore like" small spot on inside my external urethra or meatus

What is this small white "mouth sore like" small spot on inside my external urethra or meatus. only visible if u purpose open the other side of penis head  the hole facing the pubic..is this sign of syphilis? or just normal discoloration? slight itchyness before but no more now...  I have had unprotected oral sex like 9 months ago. I am male received and gave oral to a man as well.
