Handsfield Quote Clarification

Dr HHH has said we are rendered non infectious after starting treatment for Syphilis. I am confused. How can symptoms persist yet be non infectious?

So, how can a person be non infectious even if bacteria persists to cause symptoms?

Let's say, someone had a failed treatment (or never took all of the antibiotics), would they be non infectious forever, even if the disease continued to the secondary stage (despite taking some antibiotics during primary stage)?
