Transfer of any std orally is very rare. Transfer is of an std from the mouth to another body part other than the genital area...I've never heard of it. If it has happened, it was so random and rare that it hasn't been mentioned in the cdc website or anywhere else I have researched. You are being paranoid about something that is not likely to happen.
As Grace said, rashes are caused by many many things. You should go to a doctor and get that checked out. Stop reading more into the transmission of std's than what is.

I still pose the question, Is there any possibility of any kind of STD that can be, in such a short time, infect this part of my body (shoulder above the armpit) with merely licking or kissing this area. Is there any one else that this has happened to? There are no visible signs of anything one week on.

If you are in any relationship, whether heterosexual or homosexual, there should be some level of trust. You seem to be fearful of your partner transmitting a disease to you. And you should be since he has encounters outside of the relationship. If you know at this time that you both are std free, then don't worry about it.
I suggest you both retest and you need to make sure that you are ALWAYS protected. Then you wouldn't have anything to worry about.

You already said you were both tested for std's and were negative so why are you thinking this is std related?
You have a rash. It needs evaluated by your doctor if you are concerned. Zillions of other germs out there besides std's that can cause infections.
