seems like excess skin at meatus on my penis

I have had some irritation at the tip of my urethra for a few weeks now, and what seemed to be excess skin or inflamation around the opening of the urethra.  I went to an STD clinic, and had the doc examine my penis and he took a microscope slide and tried to obtain discharge.  it really just seemed like a precum fluid but he put it under the microscope and said it was likely NGU and gave me doxycycline for me and my partner.  He had me give a urine sample and sent it off for the recommended tests i.e. urine culture, urine STD test for Chlamydia, Gon, and Syphilis, all came back negative.  Doc said to move on with life that nothing was wrong. My concern is one of the symptoms that still seems to be around even from when i had my exam a month ago is that it seems as though there is still excess skin or inflamed skin at the meatus or lip like opening of the penis. the inside of this skin on one side is red and seems irritated, not too terribly uncofortable until it basically gets turned inside out and rubs against my underwear, which is what i think the irritation is from, however im not sure why that skin seems different than ever before.  i havent had this problem until right before i decided to go get checked out.  The meatus seems quite a bit more pronounced and sticks out more than i can remember but i dont know that i have ever looked that close, so i may be blowing this up in my mind.  I dont want to be too paranoid, but i also dont want to be running around with the possibility of passing something on to a sexual partner when i think everything is fine.  Is this a normal problem or are there other std's etc that could be causing this?  i figured that if the doc said i was ok that i was, so before i go back in i figured i would check on here. This has been going on for about 6 weeks now, i forgot about it for a while after the doc told me to move on, but i keep looking at it and it isnt going away.

You've been tested for stds, and have been treated.  This isn't a sign of an std.  If you are still concerned, see a urologist, but I think if you let it be for a few days, it will probably be fine.  It might just be from checking it all the time.
