What do I have (excess scaly dry skin on penis opening)?

So for 5 months now I have noticed excess scaly skin on my penis opening.  I have no irritation and I do not remember getting any pus/liquid discharge from it either.  There is no burning sensation while peeing.  I just seem to have cough which comes up about from time to time.  I have got myself tested for std's namely HIV and syphillis but the results came back negative (8 months after sexual encounter) so I am unsure what this might be.. Please do let me know if you know anything about this.  I am worried I might have herpes but I have not seen anything like this on google so I am unsure.  Attached are two images.

Hi, herpes symptoms are not dry skin but blister type sores that open and spread to the surrounding area. Maybe see a dermatoligist if your concerend.

Thanks.. Its not actually scaly. But I doubt there is pus inside. its just like lose skin and looks like a sore.. and as far as I know I do not think it looks like a blister to me but I may be wrong.  Sorry for the initial statement that it looks scaly..

I have an appointment with a dermatologist in 3 weeks so I was wondering if I can get some idea as to what this may be.
