Can RPR(VDRL) test be False negative?

Hi members,
I had an ulcer in the urethra area. So i took up a RPR VDRL test and it was non-reactive. I had unprotected sex with a prostitute some 85 days ago. I took ELISA I & II test done twice once during 65 day and other after 75 days period and it turned out to be negative. Now Im in a dilemma if I'm affected by syphilis mainly because of this ulcer and there is a white fungal kind of growth inside the foreskin attached to the head. There is a very minute hole kind of thing in that area. So im very anxious that if it could be syphilis sore or is it a normal yeast infection. FYI, RPR VDRL test taken after 75 days of exposure.? How soon can a Syphilis infection appear after exposure. Is it possible that my test was false negative. Kindly help me members and i would be thankful to you.
