Possible HPV or others

Dear doctor,
            I noticed gray colored bumps on my pubic area for about 3-4 yrs now. I went to a derma and he said it might be genital warts. All he did was cyro on 2 visible grey bumps at that time (pubic area). I had my blood tested and it all came out as negative ie herpes etc. The problem is i have never noticed any other bumps on my penis shaft or groin. The only visible bumps is always grey and its on my pubic area. It usually grows with a hair in the middle or at the side and it stays there for months before it dries up and become somewhat like a whitehead and drop off. Usually it starts off as a bump without any heads doesn't have any head but after months/weeks sometimes it can be squeeze with tube of whitish/yellowish popping out. It usually appear with multiple single bumps around the pubic area and was never cauliflower-like. It disappears and reappears throughout these few years but it is only visible on my pubic area. I've checked other parts but found no visible symptoms. It itches but never have burn sensation.My question is

1. Could it be HPV with other infections that causes it to pop?
2. To my understanding, genital warts do not grow on hair follicle nor it is poppable.
3. If it is not HPV, what infections could it be?

3-4 years is a long time for HPV.  I think its time to see a dermatologist and get one of these biopsied.

Extra info : Usually its like 0.5 cm smaller for each bump and most was 3-4 at one time..some left scars after it disappeared
