Rash on genitals will not go away

I received oral sex from a girl on March 28th.  I never had any rash on my penis until a couple weeks after exposure.  I have had a rash that mainly effects the rim and a little bit on the shaft.  The rash is not painful, it does not burn.  I have washed the area very well everytime I shower, and make sure to keep the area dry.

It usually is red/ with a bit of purple.  You can also see some brighter red spots.  It mainly has effected the right side of my penis more so then any other spot.  It usually fades and then for no reason it comes back and will not go away. It has yet to go away completely.  My Dr looked at it during a physical and noticed the discoloration but did not recommend anything.

I have tried looking at pictures and this article with the picture found here on medhelp is the closest I have found.

I am a circumcised male age 21.

Yea thats actually what my family Dr said..but I have not switched any soaps or detergent, I thought maybe I got some sort of yeast infection from the girl? I am not sure though.  I looked at pics of balantis which some pics kind of resemble but I am circumcised and I keep that area clean.  So I am not too sure.

I would maybe make an appt with the dermatologist.  Have you changed your soap or laundry detergent recently?  If so try switching back just in case it's an allergic reaction.  I don't know that's what it is but it will help rule some things out.
