Red bumps and spots on penis and testicles

I routinely inspect my genitals because I have had so many "std" scares only to find out I just have sensitive skin. So I checked, and this time was different than anything I've seen on myself before. They are little red dots along the shaft of my penis. And underneath my foreskin. Some r bumps, but very very small bumps. I had no pain, and I believe the only reason I itch is because I keep thinking about them being there. If I do something to take my mind off of it, they don't itch at all. I scratched one open (because I'm an idiot) and still have no pain. Nothing came out of it after I scratched it open. The area on my testicle got really dry skin and it was peeling really bad almost like sun burn. Any ideas what this might be?

I'm a young kid and a God damn idiot who thinks "oh it'll never happen to me" when I'm in the heat of the moment. Not so much random people, only a few. I've haed condoms, but still, I don't wear a condom during oral sex. Which is still a way to transmit

Skin issues can be many things often not a STD but only a Dr can tell you what it is.

Why do you fear STD's? Are you having unprotected sex with random people?
