All I can suggest is that you contact the ID doctor (or make a follow-up appointment) with him and ask for a clear explanation. It is your right to have a clear explanation in terms you understand.
Yeah, I did go to an infectious disease doctor after my titers didn't drop and he drew no blood but put me on the doxy, then I got pregnant and my titer was 1:8 at the prenatal clinic but when I went to the clinic it was still reading at 1:32 they drew it multiple times obgyn 1:8 every time clinic 1:32 everytime. It's so stressful and confusing. I'm calling my obgyn on Monday since I'm pregnant again I'd hate to risk another miscarriage if in fact the syphilis did have something to do with my recent loss. So if the obgyn test is correct and the titer is in fact 1:8 then nuerosyphilis isn't likely?

"Don't think" you have neurosyphilis doesn't sound adequate to me. I would think you need a spinal tap to know for certain, since NS is a common reason RPR (or VDRL) titers don't decline with standard treatment. And although Bell's palsy isn't usually due to NS, it certainly is a possibility.
If you haven't seen an infectious diseases specialist, that would be a logical step at this point. Good luck.
