Syphilis moved from 1:1 to 1:2

I was diagnosed with syphilis in 2013 and received the penicillin shots for 3 weeks and a 2 week iv treatment. After than I have always tested positive but cured from initial exposure. Now I have a new doctor and upon my annual bloodwork saw my results were 1:1. She asked I get retested.so 3 months later I did and my results moved to 1:2. My partner was tested at both same times and easy negative both times. I haven't slept with anyone else besides him for 18 months prior. My doctor now wants to treat me again incase it's a new case. If it is a new case, how is that possible if my partner is negative and previous contact with someone else was 18 months ago. Also, since I always test positive is the change from 1:1 to 1:2 really cause for a new treatment ?
