Wart or ingrown hair?

I am wondering if I have a wart or ingrown hairs on the base of my penis right where my scrotum begins.  The best way to describe it is a mostly flesh colored bump (maybe a little darkness to it) and also two smaller pimple like bumps near the larger bump.  It does have a hair growing out of it so I am hoping it is a infected hair follicle or ingrown hair.  I do shave my pubic hair.  It has been there for a couple months now.  I have a picture of it on my profile although it is probably hard to get a good idea from the picture.  If it is a infected hair follicle, is there anything I can do to treat it?  Thanks

It sounds possible. But for confirmation, you would need to see a doctor.

I put apple cider vinagar on it over night and it has turned white.  That means it is a wart right?

I wouldn't say it looks like a pimple but I wouldn't say its cauliflower in nature either.  It a raised round bump, accompanied by two smaller bumps that I would say do look a lot like pimples.  It does have a hair growing out of it, can  warts have hair coming out of them?

Does your pimple/wart look like a pimple?  Genital warts usually look like cauliflower. Infected hair folicules are common, many dermatologists now give antibiotics for inflamed hair follicules. Go to a derm most likely its a infected hair follicule.
