What could this be?

I am a 26 y/o male.  For the past 1.5 years I have had crazy symptoms, the Doctor did all kinds of blood tests and stuff but nothing.  The problems usually start in my neck.  Very severe pain and soreness in my neck and shoulders as well as stuffy nose, fluid in ears and mild headache.  Next, I will get a cold sore on my lip or corner of my mouth for about 5 days until it heals up.  During this time my eyes are very heavy and blurry and I will most of the time have other sores on my face (usually forehead).  That will clear up in about a week.  I will be good for about a day then it will start over again, this time with sores on my left thigh in the front, very sore legs and buttocks and tingling/burning on my penis.  (Everything on my body hurts during this time).  Sometimes I will have 1 or 2 sores on my penis, but mostly just feels like little cuts.  This will last about a week as well.  It seems like whatever this is comes from my neck and goes all over my body then goes back to my neck.  I thought this was herpes but I have tested negative.  This is ruining my life and making me miserable.  Someone please help me!

And see a dermatologist if you can.

Your doctor needs to culture these sores.  Blood tests won't help much, except to rule out herpes.

The next time you get a sore, get it cultured for bacteria and virus, and see what it comes back as.  With staph being so common, your doc has really missed the boat here.
