tiny bumps

i got tiny red spots/bumps on the head of my penis, around 3-5 of them. they are about the size of a pencil tip
i normally get it after i masturbate.
it last for about half a day and then disappears
i have not been sexually active for 3 years so i know it cant be an STD.
it doesn't itch, burn or discharge.
what could it be?
am i worrying for no reason?

I have another question. These bumps seem to come and go. They are very hard to see. But when I really look at the head of my penis and stretch the skin, you can see them. They are very slightly red.
Once again no discomfort, discharge, pain.etc they just seem to be there.  
I must admit everytime I use the rest room I always examine it.
Is it normal ?
And am I examining my penis way to much ?
