you can potentially get them both from naked outer course but overall the risk is very low. a hand job isn't a risk though for std's.
make sure you get your gardasil shots too :)
They said you can get herpes and HPV just skin contact
I'm guessing you didn't learn a lot from that std class if you thought you could get a std from a hand job? really, check out that site - it'll teach you lots of things you weren't taught in class I assure you :)

I havent had those shots yet because i havent been to a doctor in a while and im not telling my parents. I had a sex ed class a week ago so ik alot about STDs and how to prevent them, but i wasnt sure if this was HPV or herpes and i got really worried

Im pretty sure thats not what it is though. Its bigger like the size of a small pea and is near the base

A handjob isn't really a means of STD transmission, it's considered "safer sex" for that reason. In fact, a guy receiving a handjob has got to be the most risk-free sexual activity there is.
Most importantly, stop poking and prodding at your penis! You're essentially irritating your skin for no reason.
