Pain and itching around the base of penis

Recently after I have sex or masturbate the  base of my penis itches/hurts.  It continues to hurt for awhile afterwards.  I havent had unprotected sex recently.  I have only had unprotected sex three times in my life and that was about a year ago and I never showed any signs of an Std.  Just wondering what is going on.  I kinda think it might just be like a heat rash because it hurts sometimes when i havent had sex or masturbated and its summertime now and warm and i sweat. Any answers would be appreciated.

I guess it could possibly be the spermicide on the condom cause i tried those for the first time.  would that cause me to get redness on my scrotum and on my penis in some places as well as some small bumps?

you might have a allergic reaction or reaction to the comdom or something have you tryed using a diffrecnt brand comdom ?

This doesn't sound characteristic of any STD. A heat / friction rash is certainly a possibility. You might want to consult with your doctor just to make sure it is not a fungal or yeast infection.
