Sperm counts vary from day to day, and it can be fascinating. For example, if a man is away from his "mate" for any length of time (say, a week) for the same length of time his sperm count will increase in anticipation of returning and impregnating. If the same man is with his mate (even if they don't have sex) it won't increase.
Ideal sperm production occurs when your testicles are about one degree cooler than your body temperature, which is why they hang around outside and move closer to your body and farther away, depending on the temperature. (Closer warms them up and hanging cools them off). Consequently, if they're always too warm your count will decrease. That's why guys who wear boxer shorts usually have a higher count, they can hang low when necessary. Boxers keep them close to your body at all times and they can get too warm.
Also, too frequent ejaculation will lower your count as your testicles struggle to keep up with the number of sperm required for all those ejaculations.
So, wearing boxers and decreasing the frequency of ejaculation (i.e., less frequent masturbation) will increase your count. Finally, there are fertility drugs (such as synthetic testosterone) that can help your count if it's medically necessary.
