Weak legs and difficulty walking

Hi, I've been in physical therapy since mid February due to several falls.  I also have Posterior Tibial Tendon dys function with some deformity of my left foot.  I didn't have any X-rays after the falls but now feel I need them as the pain in my lower spine is severe upon arising and sometimes thru the day.  I know I have a herniated disk plus a bulging disk.  Have any of you had thisnweakening of the legs, and does it get better after surgery or even an epidural?

My legs are weak, don't know if surgery helps though.  I'm 81 and have fibromyalgia and ME so don't think I will be offered surgery, having injections but there is a 6month waiting list.   Terrible pain in upper legs when standing walking etc. had a few falls too.
