How long have you been on the 25 mcg thyroxine? It takes 4-6 weeks for it to reach full potential in your blood, so it can take a while for it to have any effect on your thyroid hormone levels.
The levels you need to concentrate on, are the Free T3 and Free T4. Rule of thumb (where most of us feel best) is for Free T4 to be about mid range and Free T3 to be in the upper half to upper third of its range. Your Free T4 is only at 13% of the range and your Free T3 is only at 24% of its range, so you have a long way to go to get both of them optimal.
With levels like yours, depending on your age, you can probably, easily increase your dosage by 25 mcg at a time, rather than increasing so slowly, unless you're very sensitive to medications. Once your levels get closer to the recommended points, you'll want to increase in smaller increments.
Considering the high TSH you have, at this point, central hypothyroidism (problem with pituitary/hypothalamus axis) is not a concern.
What, if any, symptoms do you have?
You need to slowly increase your thyroxin dosage like 31.25 for 4 weeks then 37.5 etc till your TSH comes under 3. This is the general guideline but all might not feel comfortable so need to closely check your Free T4, Free T3 and TSH values before increasing dosage. If the TSH is not responding to increasing levothyroxine dosage then need to look for central hypothyroidism.
Consult with a doctor who is good at treating thyroid problems and start treatment.
Anyway its worth to check your Vitamin D and B12 levels and if its not in optimal ranges supplement. Vitamin D is especially important in case of hypothyroid and subclinical hypothyroid people. Doctors will not mention about this but not miss it.
