Is this hypothyroidism?

Hi, I just had blood tests done, general and TSH and T4 free done. My TSH level is at 3.82 mlU/Land my T4 free level is at 11.5pmol/L . On the reference range it says that my TSH is normal (should be in between 0.40 and 4.40) but i've read that it shouldn't be over 3.0. I also have a sligthly high MCH of 31.8 pg/cell and a low RDW of 12.4 cV as well as slightly high cholesterol of 4.93 mmol/L and a sedimentation rate of 16 mm/hr. I'm just putting up the ones that are abnormal according to the reference range ...
So I would like to know what you think of these results. DO you think i should see a specialist, and if so, who should i see? I've been tested for TSH in the past, and it was at 3.63 in 2003 and at 2.84 in 2006.

hey thanks for your answer.. Free t4 I already did which is normal (11.5). T3 didn't do yet. However i have a defiency in B12 soo ... But i'm going to follow your advice and get the other tests done aswell..

Yes the new ranges are .30-3.0. Sooooo the next thing you need is a Free T4 and Free T3 test done with the TSH.  I would also ask for Iron and Ferritin tests and B12 tests.
