You haven't gave reference range which is given on report which varies from lab to lab.
Anyway from your report it shows you have subclinical hypothyroidism, thyroid gland struggling to make thyroxine and also there might be fluctuations in thyroxine levels which may be the reason why you feel unwell. So you might be low in Free T3 which is not due to thyroid problem but due to many reasons like Vitamin D, B12, Ferritin, Zinc, Selenium deficiencies or due to adrenal problems etc.
The treatment for subclinical hyothyroidism is same for hypothyroid, start replacement with levothyroxine or T4 - T3 combination ones with prescription from your doctor in small steps (usually 25 mcg) till the target TSH is achieved (.3 to 3) and stay on that dose.
In the mean time get tested for Vitamin D, B12 and Ferritin and supplement if its not in optimal range (usually mid ranges in the reference values given on lab, exception for B12 which need to be on higher side of reference range but mid also good).
