It's not unusual to have to make periodic adjustments to thyroid replacement medication.
Without adequate labs, you really have no idea where you're at. You have to retest approximately 4-6 weeks after each med adjustment to find out where you're at.
Hashimoto's is not caused by iodine deficiency and the iodine can actually aggravate a weakened thyroid. In the event that it turns out you DO have Hashimoto's, you could be doing yourself more harm than good with the iodine.

OTC thyroid preparations are not allowed, by law, to have any measurable thyroid hormone in them. You will not get your hormone levels regulated, using them.
Are you still taking the prescribed levothyroxine? You probably only need a med adjustment.
What are your current thyroid hormone levels? You should be getting tested, regularly, for TSH, Free T3 and Free T4. Please post most recent results, here, and be sure to include the reference ranges, which vary lab to lab, so must come from your own lab report.
Do you know if you have Hashimoto's Thyroiditis?
