TSH Level of 0.04
How bad is this? I just had blood work done and DR said I was Hyper but by the #'s looks Hypo.

The main thing is symptoms. Do you "feel" hyper? Some hypo folks do better with a lower #.
What were your other results? Free T3 and Free T4? Need to see what those are before commenting on your TSH. Your TSH shows you are hyper, but it is also a test for pituitary function. The frees are your active hormone in your body.
