My antiobodies are much higher with THyroglobulin at 1939 and peroxidase 265.
My TSH 0.05, T3 2.6 ,T4 1.2. I feel tired and lousy some days. I am on Levothyroxine 100 mcgs, and Cytomel 5 mcgs daily. Her T3 is somewhat high depending on the reference range. I recommend an endocrinologist (specialist) to regulate her.

To answer your questions though; Firstly, is she having any symptoms? Many many people have levels and never even know it. The number is not related to how bad the person feels. It is very individual. I was at 1446 and felt totally lousy, yet I know others at 5000 and never even knew it!
Often it goes hand in hand with either Graves or Hashimoto's disease. It may be that she is just starting to get thyroid disease.
There is no ideal level as such. The thyroid is being attacked and it can not be reduced unless surgically removed (which without knowing all details would be an unlikely scenario at this time) or with medication. Again it is entirely up to having symptoms though.
Do you know her thyroid levels apart from this one? She needs TSH, Free T3, Free T4 and also thyroglobulin.
It is always best to avoid excessive eating of broccoli, kale, cabbage. These can make the thyroid swell, (goitre) and cause havoc. Some people say to avoid soy, but that is still controversial.
