I am sorry to say that no one can answer your first question. With any type of brain injury the results of what is going to be permanent or not is just a wait and see type process.
As for your second question, it should not be a problem. But remember that with any type of surgery there is always some chance that something could happen

It is good to hear that he is doing well. Anytime a person has brain surgery it will be classified as major, just because it does involve the brain. But wiith that being said if they are just replacing the piece of skull that was removed from the first surgery, I would say that it is really minor.

Thank you so much for your response.
My friend got 95% normal after his 1st surgery and the Doctor said will do 2nd surgery once he recovered fully.

I have one more question now,

What will be the output after the 2nd surgery while comparing with 1st one? will it be the Major one or Minor...?

Please help.
